Absolutely agree that Chevron "may" be biased. For example, on the first try you simply must pick petroleum to power your city. At the same time, can we just stop using petroleum tomorrow? No, of course not.
There are other assumptions of course, such as people have to use cars - there is no sign that consumption may be affected if people started riding bikes, walking or using subway to get to work. To add that variable would be to make the game so much more complex that it might no longer be an intro activity and become a full-blown 7 days/week game. I think it is essential to point out assumptions and limitations in every game.
