Please use the following order of resolutions to resolve this problem.
Check after each one to see if the issue is resolved.
1) Is the NWEA Admin (taa.hta) running on another PC somewhere?
if no resolution:
2) Is there a computer still running TestTaker somewhere?
if no resolution:
3) If you're trying to upload/download data, have you selected your sub-agency (school)? Do not try to use RSU1 as the agency.
if no resolution:
4) Try propagating the permissions on the server folder (see article).
if no resolution:
5) Open ServerAdmin, connect to the server, and select AFP->Connections. Disconnect any "Guest" connections, and/or any connections that have been "idle", and/or any connections that look like they could be a "hanging connection" left over from an unexpected restart of a client machine.
if no resolution:
6) Restart the Server
if no resolution:
7) In the _TAA folder on the server, delete the file named "Semaphore.DBF
